The apartment building in this case was of a dominantly bourgeois milieu and social structure. The house trustees cannot be regarded as merely the long arm of government authorities, intermediaries between the administration and the population, and executors of official orders. rather, they were independent actors within the power structure of the republic of Councils, with considerable room for manoeuvre in terms of the actual enforcement of the regime’s social policies.
