1288 SZÉKELY TAMÁS érdeknek nevezni, mint a nemzetiségi mozgalmak közigazgatási eszközökkel történő féken tartását. A közigazgatási kérdés egész korszakon át tartó rendezetlenségéhez nagyban hozzájárult, hogy a vármegyei vitákat a korabeli nyelvi keretek között nem lehetett „megnyerni”, azaz szóban vagy írásban észérvek alapján eldönteni. Maradt a hatalmi eró', mint egyedüli lehetséges megoldás, azonban a dualizmus kori magyar kormányok parlamentáris rendszerben működtek, mozgásterük ennek megfeleló'en viszonylag szűk volt, a reformokat csak lépéró'l lépésre tudták bevezetni. Az évtizedeken át lappangó centralizációs folyamat egy sajátos hibrid rendszert eredményezett, így a korszak végére jellemző magyar berendezkedés egyszerre mutatta egy modern európai nemzetállam és egy történelmi hagyományait féltve őrző, periférikus ország tipikus vonásait. THE POLITICAL LANGUAGE OF THE PROBLEM OF COMITAL ADMINISTRATION IN POST-1867 HUNGARY by Tamás Székely Summary In the present study I have made an attempt at mapping the chief linguistic and ideological features of the political discourse about the comital administration in post-1867 Hungary. For an important reason for the disorder that characterised the issue of administration throughout the entire period was that, given the existing linguistic framework, the comital disputes could not be „won”, that is, decided on the basis of reasonable arguments in either spoken or written words. Contemporary political language furnished ample munition for both the supporters of modernizing trends and their opponents with which to formulate their views. Practically the same struggle was fought for several decades not only thematically but also linguistically. Both sides defended their respective positions with the liberal and nationalist phraseology of the age, but used a set of conceptions inherited from pre-liberal times. Some of our sources attest that the general conceptual confusion that dominated the problem of comital administration - to use a modern term, the „linguistic impossibility” of opposition - was already conspicuous to a number of contemporaries.
