A határozat ételmében „a Horvátországban és Szlovákiában tartózkodó, zsidónak tekintendő magyar állampolgárok lejárt útleveleit meg kell hosszabbítani, a külföldön máshol tartózkodók ilyen ügyeinek elintézését pedig függőben kell tartani.”52 1944 tavaszán-nyarán 440.000 magyar állampolgárnak, a vidéki zsidóságnak nem ellenőrizték az útlevelét, amikor elhagyták az országot, pontosabban elszállították az országból őket szállítmányokként. Part of this was the limitation set on the free travel of the Jews. Moreover, in the course of confidental discussions secret decrees were accepted in the Ministry of Home Affairs about the cleansing of the country, the deportation of Jews to abroad. To put it another way, the Jewish race was turned into a mere object of bulk carriage. It was not passengers who travelled with tickets, but carriages transmitted with receipts. Most of the wagons used for deportation were not cattle-carriages but grain wagons with only two little barred windows in their upper section. It was only through these openings that the 70 to 80 people jammed into each wagon had access to fresh air. Nearly 440.000 Hungarian citizens, from babies to the oldest, were thus deported from the country, with the alleged purpose of making them do forced labour, in fact to the exterminating camp at Auschwitz. As minister of home affairs Andor Jaross put it at the government session on 24 June, „Where the Jews are taken in fact is a matter that concerns us not”.
