KIRÁLYI HASZONVÉTELEK KÉRDÉSE A REFORMKORBAN ÉS 1848-49-BEN 543 The parliament of September 1848 planned to discuss upon individual initiatives (by Mihály Táncsics, László Madarász, Imre Szacsvay, Boldizsár Halász) and a proposal by the minister of justice, Ferenc Deák, the problem of the regalia, but war prevented the discussion. The importance of the problem is nevertheless showed by the fact that 28 among the 77 articles of the draft bill of Deák dealt with the regalia, as many as 17 being devoted to wine retail. Deák planned to transform the most important among them, such as wine retail, butchery, fairs and markets into communal rights, with the obligation to compensate the lords falling not on the state but on the village itself. A similar solution was proposed by Kossuth in the summer of 1848 and by an article in the Kossuth Hírlapja in August. The only difference was that the latter would have made the transformation a compulsory process. The problem of the regalia remained on the agenda in 1849. Deák's successor as minister of justice, Sebő Vukovics, argued for the abolition of the monopoly of wine retail without compensation, and for making it available for all owners of land. But his proposal was prevented from parliamen­tary discussion by the disaster of Világos.
