[65] BE ACONSFIELD ÜGYNÖKÉNEK JELENTÉSEI. 93 No. 66. Buda Pesth, Nov. 22, 1878. Sir, Dr. Falk, the Editor of the "Pester Lloyd", who is the Reporter of the Committee for Foreign Affairs in the Hungarian Delegation, yesterday presented the following interpellation to Count. Andrassy : 1. Is the Minister aware that although the cession of Bessarabia by Roumania, in virtue of Article 45 of the Treaty of Berlin is already effected, the Russians continue to delay the execution of the obligation imposed upon them by Article 46 of the same Treaty, namely, the cession of the Dobrudcha ? 2. What knowledge has the Minister of the causes of this delay ? Especially, is he aware that the Russians demand, as a condition of the said cession, the conclusion of a Convention which will secure to Russia the right of passage through the said district (Dobrudcha) beyond and in addition to the term prescribed by the Treaty of Berlin ? 3. Does the Minister hold this, or any similar, interpretation of the Berlin Treaty as acceptable, which would make the execution of any unconditional obligation whatever of that Treaty subsequently dependent upon any condition whatever ? 4. Is the Minister of opinion that it is permissible that that stipulation of Article 22 of the Treaty of Berlin which provides for the complete evacuation of the Roumanian Territory by the Russians within a year from the Ratification of the Treaty, shall be eluded in any indirect way ? The next sitting of the Hungarian Delegation will take place to-morrow evening ; and it is probable that Count Andrassy will then answer this interpellation ; but as I understood from Mr. Bala­tchano last night that information had been received here of the abandonment by Russia of her pretensions in regard to the right of passage through the Dobrudcha, I conceive that the interest with which the public would have awaited Count Andrassy's explanations will be greatly impaired. Sir, I have the honour to report to Your Excellency that at half past twelve this day, I sent to the Marquess of Salisbury the following telegram in cypher : "In reply to Your Lordship's telegram to Sir Henry Elliot Count Andrassy desires me to inform you that he telegraphed yester­day to the Austrian Minister at Bucharest advising Roumania to occupy the Dobrudcha, and he believes that the Roumanian Troops will cross the Danube to-day. He has learnt from Bucharest that the Roumanian Government have agreed with the Russian Minister that the existing arrangement with regard to the passage of Troops shall be extended to the Dob­rudcha, which district, in virtue of Article 22 of the Treaty of Berlin, becomes now an integral part of the Roumanian Territory. His Excellency will make a statement in this sense to the Hungarian Delegation this evening. Sent to Vienna." I have the honour etc. Századok, 1937. (Pótfüzet.) 39
