50 DE ANI DE LA REORGANIZAREA TERITORIALĂ A JUDEŢULUI SATU MARE Mihaela SĂLCEANU, Norbert LŐRINCZ Abstract: During the height and most tense moments of the Cold War in the 50’s and 60s we have witnessed turbulence in the Eastern Bloc. A political turbulence mostly that started with the dual crisis of 1956 first the protests in Poland that helped igniting the revolution in Hungary and concluding the year with the Suez Canal crisis. In 1968 we witnessed the events of the „Prague Spring” in Czechoslovakia, despite and in correlation with the retreat of the Red Army from Romanian territory in 1958, only two years after the Hungarian revolution and a false sense of détente. All these events both external and internal political affairs led up to the desire by Romanian leadership to distance itself from Moscow and to reorient itself to national values and tradition. Also seeking political cooperation with Western European Countries as a sign of protest against Moscow led leadership in the Eastern Bloc. In this context the premises have been met for a new administrative and territorial reorganization of the Country. The Romanian Communist Party (R.C.P) has already started planning and making politico-administrative moves in 1967 at their General Assembly, during the 6th and 8th of December they have adopted the modifications to the constitution necessary to undergo this reform process. So with this occasion the country has gone back to its roots and its original administrative delimitation formats that of counties and cities, communes and villages. Law nr.2 adopted in the 16th of February, 1968 although suffering circa 200 minor modifications it is still in force today and provides the general administrative delimitation of the Country. Contextul internaţional Evenimentele politice ce au marcat fostul bloc comunist în deceniile VI-VII, concretizate în special prin tulburările sociale din Ungaria (1956) şi prin schimbările politice din Cehoslovacia de la începutul anului 1968, corelate cu retragerea armatelor sovietice din România din 1958, au contribuit la distanţarea politicii Bucureştiului faţă de Moscova şi la orientarea sa către valorile naţionale. în acest context au fost create premisele unei noi organizări administrativ - teritoriale a ţării. Reforma administrativ teritorială din anul 1968 a însemnat o descătuşare de sub influenţa sovietică şi trecerea la comunismul internaţionalist, la un regim naţional-comunist. în acest context vom ajunge la Plenara Comitetului Central a P.C.R din 5-6 octombrie 1967 care a propus noi principii pentru reorganizarea administrativ - teritorială a ţării, Satu Mare - Studii şi Comunicări, nr.
