The Programme Declaration of the INDEPENDENT HUNGARIAN INITIATIVE Károly Tóth The Independent Hungarian Initi ative (IHI) is a parly like political movement. It was for the first time in the history, when we started a re volution with the Czech and Slovak democratic forces, against the tota litarian state. We are convinced, that a real de mocracy come into being in Cze choslovakia and Middle Europe only, if the here living small nations hold together and fight together for human, civil and collective national rights of their members. We express our intentions for collaboration with all those inland and foreign democ ratic forces, which consider the free dom of the individual, tolerance and solidarity for their most important worthes. The only source of the power is the people. The IHI is aspiring to create and safeguard the plural parlamen- tary democracy in the political life. We believe, that a real democracy can be based only on differenciated political conditions and after an epoche of collectivist ideologies, only on the freedom of the individu al. The economic aim of the IHI is to create the market-economy, assure the freedom of the enterprise and the equality of the forms of owners It is necessary to clear up the con ditions and rights of the ownership to the public, not to transform the previous power into private property by the former economic bureauc racy. The culture is free! The dependen ce of education, science and other parts of culture on ideology have to be stopped. The Church have to be free from politics. The IHI wants to reach the freedom of religious education and new laws regulating the Churches. The reorganisation of the institution system, press- and book-edition, res titution of the buildings and writings. The Christian people have to get back that dignity, estimation and res pect, which is due to every citizen. The aim of the IHI in the social fi eld is to safeguard the social secu rity. The financial safety is an acces sory of human dignity. We have to create a new social insurance system, which guarantees the living, the insu rance of free medical care for those, who are reduced to it and state assis tance for the education of disand- vantaged children. Our rights exist not because we get them from other people, but be cause of our existence. The aim of the IHI is the state of law. Everyone is allowed to enforce his human and civil rights, freedom of personality and speech. The press, research and education must be free. All the state is established by citizens to defende their freedom and security. The pur pose is the restriction of central sta tepower (can be also democratic) and the strengthening of the local self-governments. The right is there, where there arethe right-creating people . For this reason let’s enforce our rights without fear. Let’s claim them stately even, if the injustice and the power structure still hinder it. The IHI is aspiring to create new relations between the Slovak nation and the Hungarian and other natio nal minorities, based on mutual res pect and understanding. Our purpo se is to form such politcal compro mises between Slovak and Hungari an democrats in Slovakia, which in sure the free development of the na tional minority and the internal sta bility of the state. We would like to promote the pulling-down of many prejudices formed between Hungari ans and Slovaks. The development of the attitude, which relies not only on most positive traditions of the history of the nations, but l.rnvcly lo oks against the negative inheritance, is very important. The revision of the past, based on the most positive European worth-system is necessary for gaining ground of that thinking, which doesn't look upon the democ- ratisation as a real democracy witho ut the freedom of nations and natio nal minorities. The right is deriving from the public will and the majority looks upon the effectual minority protection as its duty. The IHI, as a minority political movement assists the liber^a] principle of free evolution of the culture. We believe-, that the European states have to enable the freedom of their citizens and their free cultural developmenl. In this process we attach importance to the decentralisation of the state autho rity and strengthening of the local self-governments. The IHI attaches also importance to making the poli tical, economic and cultural coope ration between nations and states more close, to solve the conflicts with respectation of the human and civil rights ano rHyrng on political goodwill. 7th February, 1990
