cords related to the federal government that exist within the State Archives. These are records sometimes, that as we say politely, migrated from federal control to state control, or that were created by the States as a result of federal laws and therefore have importance to the history of the federal union. And that is a project, I believe, which might have some wider applicability. There is another mechanism that, although it applies mainly outside of governmental archives, that I think is an interesting development in the United States, it is called Documentation Strategy and it refers to archivists rather than simply analyzing the documents that they receive from the creating authorities, instead take positive steps to analyze the gaps that exist in documenting the whole of society and making some judgments as to the areas that are underrepresented in the archives and then cooperate among the archives in a particular area in order to fill those gaps.

I will use as an example the city of Philadelphia, where there is a regional documentation strategy project. You look at the city of Philadelphia and its economic structure, its cultural heritage, its transportation system, even in some cases its political decision making. All must be viewed on a regional basis and therefore cuts across political lines that exist. And so the documentation of the history of the Philadelphia area must be documented on a regional basis, and there must be agreements among the archivists in that area as to which area each will try to document, so that one might choose to document the religious heritage of the area, another the transportation, and so forth so that there is a good commonality of purpose, and that, I think, is a concept that might be of wider applicability as well.

Urmas Oolup: Ich darf mir ein paar Bemerkungen über die regionale Zusammenarbeit erlauben. Es ist gar nicht so leicht, das Baltikum hier überhaupt so eindeutig einzuordnen. Dank seiner gcopolitischen Lage sind wir ja sowohl mit West als auch mit Ost verbunden und Skandinavien - davon war heute bereits die Rede - auf der anderen Seite, Deutschland und auch nicht zu vergessen Rußland. Damit kein falscher Eindruck hier entsteht: ich kann hier nur im Namen von Estland sprechen. Zwar habe ich mit den offiziellen Verhandlungen mit Rußland nichts zu tun, ich bin aber davon unterrichtet worden, daß die Archive, die Archivalien eines der wenigen Teilgebiete oder einer der wenigen Teilbereiche sind, wo ernstzunehmende Fortschritte erzielt worden sind und vielleicht gerade heute oder an den kommenden Tagen eine entsprechende Vereinbarung zwischen Estland und Rußland paraphiert werden kann. Nicht zu vergessen, es wird aus unserer Sicht auch für die zukünftige Archivforschung sehr wichtig sein, die konstruktiven Beziehungen zu Rußland aufrecht zu erhalten.

Ein zweites Moment wäre, und hier möchte ich an die Geschichte der regionalen Zusammenarbeit im oberrheinischen Raum anschließen. Es bedarf vielleicht keiner weiteren Institutionalisierung, aber so eine Zusammenarbeit, eine Kooperation wäre z. B. auch in der ehemaligen Hansegemeinschaft möglich und als Repräsentant des Stadtarchivs Reval kann ich hier solche Initiativen nur begrüßen, ob es nun morgen oder übermorgen geschehen wird. Was die Hilfe und Unterstützung der osteuropäischen Archive betrifft, ist zu unterstreichen, daß auch auf dem Gebiet des Archiv202
