10 2001 elején a következő EU-n kívüli szerződő államai voltak az ESZE-nck: Ciprus, Liechtenstein, Monaco, Svájc, Törökország. 2002. július 1 -jétől pedig az ilyen szerződő államok sora gyarapodott Bulgáriával, a Cseh Köztársasággal, Észtországgal és Szlovákiával.

11 Pl. Dánia és Írország csak 1990-ben, illetve 1992-ben csatlakoztak az ESZE-hez, noha 1973 óta tagjai az Európai Közösségeknek. Ugyanez a helyzet fennállt - hosszabb-rövidebb ideig - Finnország, Görögország, Olaszország, Portugália és Spanyolország esetében is.
