appearance forms of the prostitution and the connected magisterial provisions, respectively the history and the treatment of the venereal diseases appeared after the First World War with the help of documents of the county administration. Moreover we gain a subtle picture about the subject with the elaboration of the source base of the official gazettes and the lo­cal newspapers. The study lets us obtain an insight into the prostitution history of Somogy County at the decline of the Hungarian brothel system and into the spread of the new legal stages of the prostitution, the private and the public trysting-places. The author recites the magisterial administration of the girl and woman trade, as well as the prostitution regulat­ing order (No. 160.100/1926. B. M.) and some representative documents of the prostitution history of Somogy County. CSÓTI, CSABA: ISTVÁN TÖMPE, DEPUTY LIEUTENANT OF SOMOGY COUNTY (1946-1948) István Tömpe who is mostly known of his work after 1956, especially by his position as the president of the Hungarian Radio, became Somogy county’s deputy-lieutenant at the age of 37, on the 10th of March 1946. With his naming the county-wide political crisis — which had started with the vacancy of the deputy-lieutenant’s position in the May of 1945 — ended. The communists got the second most important official position in a county which attitude was influenced by the Small Holders’ Party. The Lord-Lieutenant’s position in Somogy at this time was held by Ferenc Vidovics who was a powerful politician of the Small Holders’ Party and at the same time he was a deputy of the national assembly. Tömpe made himself accepted as a person who stands above parties by the people of the county and mostly by the staff of the officials. He took care of the reconstruction after the war and this raised his popularity. The activity of the not so practical Vidovics shortly was overshadowed by the activity of the deputy- lieutenant. Tömpe established good personal relations with the former staff of officials of the county. He easily averted the impeachment of the malpractices at the time of the elections of 1947; moreover he put the Lord-Lieutenant in an awkward position in front of the general public. As a deputy-lieutenant, Tömpe proved to be a good organizer, talented and rational, but an unhindered politician. In 1947, after the conquering of Vidovics, he used his qualities against his social democrat allies. The communist leaders of Hungary rewarded his achieve­ments by his naming — on the request of János Kádár — as the director of the Administrative Department of the Ministry of the Interior in 1948. KISS, NORBERT PÉTER: THE ORGANIZATION OF THE HUNGARIAN STATE POLICE IN SOMOGY COUNTY IN 1945-1946 The study examines the organization of the police with the help of the subsisting documents of the local organs of the Hungarian State Police from 1945—1946. After the Second World War the Provisional National Government arranged for the standardized organization of the police force with the orders No. 13/1945. B. M. and 5007/1945. B. M. On the basis of these orders the organs of the “democratic police” were organized in Somogy County too. Later there were many changes in the organization of the local police and these changes are reflected in the police documents. In 1945, firstly it was necessary to organize the placement, sustenance and staff of the police captaincies and police-stations. The study reveals the sources connected to these subjects, as well as the changes realized in the establishment of the local police organs (cessation, reorganization, contraction of the police-stations) between 1945 and 1946. 333
