Anita Vonyó.­The Problems of the Drinking-Water Supply of Kaposvár at the Turn of the 19th­20th Centuries (1892-1906) Water supply belonged to one of the most underdeveloped infrastructural elements of the Somogy County seat, which started a dynamic development in the second half of the 19th century. In that era the water demand of the inhabitants of Kaposvár was satisfied from badly contaminated subterranean water gained from dug wells. The majority of experts dealing with the problem saw the solution in boring artesian wells, but soon it became clear that the natural conditions did not make this modern water-gaining method applicable. Geological surveys showed that the region of sources of the Deseda-valley in the environs of the town was the most suitable place for meeting the demands of the community. On 20th November 1906 the town's waterworks plant was inaugurated, which meant the first step towards the construction of the water-system of Kaposvár. Ferenc Gáspár. An Unknown Letter by József Rippl-Rónai The letter of the painter-genius was found among the documents of the Adelmann- Kertész family during an arranging work in the Somogy County Archives. The author publishes this precious source. Tamás Polgár: Miklós Horthy in Kaposvár - 1919, 1921, 1923. The present paper describes three visits by Miklós Horthy to Kaposvár. The study reflects the Horthy-cult in the contemporary Hungary, which rose around the person of the head of state first elected temporarily. The cause of this was the notion -a firm one in public life but we must add: a false one- that the homeland's liberation from Bolshevism was due to Horthy and the national army. The three visits took place in three different situations. At the first visit Horthy, as the commander-in-chief of the National Army, honoured the seat of Somogy County, reinforcing his legitimity. The second visit was paid on the one-year anniversary of the Trianon peace treaty, thus making Kaposvár a special scene. The third visit happened after the consolidation of the country. Besides describing the schedule and program of the visits, the study touches upon the permanent verbal and visual elements of the Horthy-cult, which manifested themselves during the visits in Ka­posvár. Through contemporary media articles the reader is given a picture of the atmosphere of the memorable days and the personalities of the leading élite of the town of Kaposvár and Somogy County. József Gyenesei: Attempts to Reform the County Administration in the 1920-s (First publication) Following WWI and the revolutions, according to the principles of legal continuity, the structure of the territorial public administration was to be reconstructed. The Horthy era inherited the problems of the administration of the dualistic era waiting for solution. This explains that the 1920-s were characterized by a series of administrative reform efforts, but those were born in a different constitutional situation. Before 1867 the county meant the stronghold of national independence and owing to its „Constitution protecting" function it preserved a lot from its former autonomic status after the compromise of 1867. After the Monarchy' disintegration Hungary gained full sovereignty, therefore the ideal basis, which prevented the governmental efforts aimed at eliminating county independence, ceased to exist. At the beginning of the 20-s the power relations of the first National Assembly greatly determined the planned direction of the administrative transformation. The victory gained at the 1920 January elections offered a possibility for the Small-holders' Party to carry out a more radical administrative reform, according to its program. The attempt of Gyula Ferdinandy of the Small-holders' Party, Minister of Home Affairs in the Teleki-government, for the reorganization of the structure of the municipal authority and for the democratic transformation of the elective franchise, failed due to the resistance of the counties. After István Bethlen took over the government,-to the greatest satisfaction of the county's élite- it became obvious that the general administrative reform could be carried out only after the solution of the financial issues and the realization of the constitutional legal reforms.
