2. The other basic theme of the collection is the primacy of the Roman Pope.36 The strengthened episcopal power is not absolute because the Holy See has a competency in each important cause of the diocese (chapter 3).37 This is reminiscent of the rule of the Dictatus Papae.3* It is not permitted to remove a bishop without the approval of the pope (cf. chapter 91),39 moreover nobody can remove the accused bishop without the decree of a council and the decision of the Roman See.40
