Detained or imprisoned clerics have to be treated with due respect for their clerical status in accordance to their hierarchical degree (art. XX Concordat). 27. Austrian law considers buildings owned by the Church as historical or artistic monuments, which also represents a considerable financial burden for the Church as the owner of such a monument is under special obligation to care for its preservation, and state subsidies for this purpose are very scarce.
