Prosecution of Recourse before the Dicasteries of the Roman Curia Eventually, the hierarchical recourse might end up at the level of the competent dicastery of the Roman Curia.74 The competency of each dicastery is defined in the apostolic constitution Pastor Bonus as amended by subsequent legislation and other norms.75 76 The norms on hierarchical recourse of the code must be read and applied in conjunction with the norms on recourse contained in the Regola­mento Generale della Curia Romana.™ 10. The Second Section of the Apostolic Signatura The very last step in the procedure to challenge a singular administrative decree is recourse to the Supreme Tribunal of the Apostolic Signatura. The establish­ment of the second section of the Apostolic Signatura as a result of the curial reform undertaken by Pope Paul VI in 1967 was a first step toward the organi­zation of an elaborate system of administrative tribunals.77 With the creation of the second section of the Apostolic Signatura by the apostolic constitution Regimini Ecclesiae Universae ,78 a supreme administrative tribunal, based on a secular model, was created in the Church.79 80 The second section was made com­petent to resolve contentions that have arisen from the exercise of administrati­ve power,811 but likewise to resolve conflicts of competence between the various dicasteries of the Roman Curia.81 Special norms {Normáé Spéciales), approved 74 Punderson, J.
