Introduction

This epoch had been essentially influenced by the activity of Pope Innocent III (1198-1216) and the Fourth Lateran Council (1215).' Pope Innocent III dealt with number of serious theological, disciplinary, even international-politically problems2 which were faced by the Church in that time, including the relation between the Roman Church and the Orthodox Churches.3 He also saw the need for reform within the Church, including reform of the Roman curia itself.4 In the meantime, the Pope attempted to address the issue of the political relation between the Holy See and the German Emperor. Moreover, the Pope wanted to suppress the meddling of secular powers in appointments to ecclesiastical offices. These intentions expressed clearly in the Contract of Neuss (1201) and
