The government obliged the interested state and treasury foundations to take up funds, borrowing was made possible and the people of nearby towns could participate in the construction of railways via communal work. Ordinary shareholders of local railways were recruited mainly from the nearby regions. Besides the farmers, tradesmen, lawyers, merchants, small businessmen who could invest only a few coronas, shown up the burghers who could invest thousands of coronas.
