There was a spread of V.D. which occurred with the expansion of the sex-industry. In 1877 the Municipal Assembly adopted a resolution to limit the workload of police doctors, and coroners were ordered to practise. Accordingly, the Assembly decreed that instead of 14 doctors, 29 should work. The resolution caused a conflict between the Burgomaster and Police Superintendant regarding the question of supremacy, and the solution was left to the Minister of the Interior
