Presidency of the Polish Red Cross, which was formed in Paris and later went over to London. 39 The Agency represented the interests of the Polish refugees of Hungary in the presidency of the International Red Cross. Its main fields were the following: financial and moral support for the refugees, humanitarian tasks, the finding and assisting of Poles who had fallen into German captivity, the organization of health affairs within the emigration abroad and in Hungary. In addition it acted as an adviser for the Presidency of the International Red Cross. The Polish Red Cross —through the International Red Cross —gave regular financial and food aid to the refugees in Hungary, and the Agency settled the order of urgency. It also dealt with individual cases. The closest assiciates of Serafinowicz were Józef Skolski, Maximilian Wojtasz and Bronislaw Zmudzinski. 40 The Agency regularly advised both the Hungarian Red Cross and the Polish Civilian Committee. The Hungarian Agency later served as model for similar Polish organizations in the Palestine (January 1940) 11 and in Roumania (June 1941). The latter was placed under the Hungarian Agency and communicated with the London Presidency through Serafinowicz. With the organization in the Palestine it kept direct contact because of the many refugees who left Hungary for the Middle East, while with that in Roumania the uniting of families was the most frequent cause of contact. The Hungarian Agency of the Polish Red Cross had a relief fund of its own, serving mainly for the support of refugees with family or those being ill. Aid took the form of either regular monthly payments or individual grants. 12 The Agency supervised relief work in 23 military camps, 13 and obtained special medicines from abroad for the consulting rooms run by the Polish Physicians' Group." The other Polish Section of the Hungarian Red Cross was the already often mentioned Polish Physicians' Group. The doctors belonging to the group received extra monthly benefit from the IXth Department, the nurses from the Hungarian Red Cross. The Group was subordinated to the Hungarian Agency of the Polish Red Cross, and had to send its health reports to the Polish Red Cross through it, 1 ' but in professional matters it was naturally completely independent. 39 The Polish Red Cross founded its emigre organization in Paris in October 1939. On 6 December 1940 it was transferred to London. Its president was Prof. Wlodzimierz Koskowski, its vice-presidents Alfons Poklewski-Koziell and Helena Sikorska. The secretary-general was Anna Paszkowska, the head-physician Dr. Czeslaw Meissner, later Dr. Józef Lubczynski (from 3 September 1944). O. L. P. 1614. (The list of the presidency.) 10 O. L.
