J. A. Valero's silk factory in Pest (Litograph, 1830-1840) Inspector, but never in the entire history of Hungarian trade inspectorate one single representative of the working class. The 1902 National Congress of Hungarian Metal Workers put the inspectorate under the obligation "to take much more care than until that time for the workers' health and life protection and suggested for this purpose to coopt workers delegates into the board." Then again the 9th Congress of the Hungarian Social Democratic Party demanded to "complete the legal provisions with strict sanctions and guaranty for the protection of workers' health and life as well as to introduce more efficient rules for the super­vision of health conditions in industrial plants ." The same congress of the social democrats ruled that "small-scale industry and cottage industry be included in the scope of supervision" and again that "workers in the factories take a due share of passing the regulations and experienced men from their ranks be admitted for contribution to exercising control." All these particulars suffice to indicate that Hungary's labour protection rules were not up to the required level and industrial health conditions stood a good deal below the mark. István Varró was the man who drew up a survey of these facts in the report he prepared by commission of the International Labour Office; the Hungarian Society for Legal Labour Protection confirmed the statements of the report as complying in all details with the facts and forwarded it officially to the organi­zation in Geneva. Soon afterwards Varró was denounced by the government as extremist and "seditionist" and was forced in the 1930s to emigrate. 11 11 Varró I. : A munkásvédelmi törvények végrehajtása Magyarországon.
