As the information is given in the footnote, the draft bill took over 68 para­graphs from the Minister of the Interior's public health bill without substantial modification ; 78 paragraphs are entirely new, that is they are missing from the ministerial draft; and the rest are altered or amended formulations of paragraphs contained in the ministerial bill. It should be apparent already from the listing of subjects and more so from a perusal of the text that the MOT draft was more or less a combination of a law and its enacting clauses, and even of the local measures. This was probably noe of the reasons why Kálmán Tisza, Minister of Interior after 1875, and later
