A forgotten minister: Count András Bethlen GYÖRGY FEHÉR A member of an illustrious aristocratic Hungarian family, Count András Bethlen took over the administration of the Ministry of Agriculture in 1890, a few months after it had become an independent ministry. During his four years in office he made use of his economy studies and his administrative experience as a major county official. He was responsible not just for the development of the ministry and its subordinate institutions, but also paving the way for the evolution of Hungarian agriculture towards intensive farming. Among his initiatives that were realised as parliamentary bills the first was the act on protective measures against phylloxera. He submitted several related bills aimed at raising the profitability and competitiveness of animal husbandry. Such decrees were those that facilitated breed change in animal husbandry, veterinary agreements with our major trade partners and raising veterinary instruction to university level. The most enduring success of his professional efforts was the creation of the Rangers Act in 1894, which formulated a comprehensive legal basis for the direction of the different branches of agriculture towards intensive farming. However, the so-called Planters Act, which aimed to correct the structure of Hungarian land ownership and farm management, did not reach its goal but increased the number of his enemies. He did not always succeed in finding allies for his wide-ranging plans and therefore was forced to resign from the ministry after one term. It is a proof of his professional qualities that many of his plans were shared and later realised by Ignác Darányi, the most successful Minister of Agriculture of the Dualist Period. 33 Erre vonatkozóan lásd Vári A. 2009. 503., Uő.: Német és magyar agráriusok, 1849-1909.
