The number of the educated veterinary increased only slowly so their power has been absorbed by very high number of the mammals that had to tend. The extension of the state veterinarian service made possible the struggle against the epidemic poultry-diseases. The veterinary hygiene was regulated with laws, and the orders were published for prevention of the poultry epidemics (for vaccination, animal-transport and -exhibitions, investigation of meat), as well as for fighting off the poultrydiseases. The theoretical bases and conditions of administration of the protection the contagious poultry-diseases have evolved until the First World War. The quick and effective methods originated only in the following decades.
