A feladat pontos meghatározását az Állami Privatizációs és Vagyonkezelő Rt. és a Budapesti Történeti Múzeum közötti szerződés tartalmazza: „A kutatás elsődleges célja, hogy az... ingatlanon található római kori helytartói palota romjait takaró terület pontosan lehatárolható... az állami tulajdonból ki nem adható terület nagysága pontosan meghatározható legyen." A megfogalmazott cél a motivációt is magában rejti, ez pedig reménykedésre késztet. Az 1991-ben megszüntetett hajógyártást követően az Óbudai-sziget új funkcióját, szerepét „keresi" amelyet betölthet, és ezt területének privatizációjával kívánják számára megtalálni. Amint az idézett mondatból is kitetszik, mostanra már elfogadott tény, hogy a helytartói palotát, illetve a „takaró területet" e folyamatból ki kell emelni. Érdemes visszatekinteni egy kissé az előzményekre. A „Budapest római öröksége" című könyvből, amely a címében jelzett témának hiteles ismertetője és összefoglalója (szerzői: Kaiser Anna-Póczy Klára, 1985 - Corvina kiadó, Építészeti hagyományok sorozat) a következőket tudjuk meg: „1950-ben az Óbudai Hajógyárat felújították, s... technical obstacles (cables, cement surfaces and deep slag fills). The precise definition of the work was laid out in the contract between the Hungarian Privitization and Property Holding Company and the Budapest History Museum: "The first goal of the investigation was to define the extent of the Governor's Palace in the area of the ... real estate as well as the size of the territory which must remain under State ownership". The motivation is hidden in the goal and that in itself is a cause for hope. After the the ship building activity ended here in 1991, it was not clear what new role would be found for Óbuda island but it was hoped that whatever it would be would lie with privitization. As one can see from the text of the contract, that the Governor's Palace must be separated from the process of privitization. It is worthwhile to look back on the preliminaries to this work.
