Sanborn Young (1) The Government of the United States of America reserves the right to impose,* for purpose of internal control and control of import into and export from territory under its jurisdiction, of opium, coca leaves, all of their derivatives and similar substances produced by synthetic process, measures stricte than the provisions of the Convention, (2) The Government of the United States of America reserves the right to impose, for purposes of controlling transit through its territories of raw opium, coca leaves, all of their derivatives and similar substances produced by synthetic process, measures by which the production of an import permit issued by the country of destination may be made a condition precedent to the granting of permission for transit through its territory. (3) The Government of the United States of America finds it impracticable to undertake to send statistics of import and export to the Permanent Central Opium Board short of sixty days after the close of the three-months period to which such statistics refer. (4) The Government of the United States of America finds it impracticable to undertake to state separately amounts of drugs purchased or imported for Government purposes. (5) Plenipotentiaries of the United States of America formally declare that the signing of the Convention for Limiting the Manufacture and Regulating the Distribution of Narcotic Drugs by them on the part of the United States of America on this date is not to be construed the mean that the Government of the United States of America recognises a regime or entity which signs or accedes to the Convention as the Government of a country when that regime or entity is not recognised by the Government of the United States of America as the Government of that country. (6) The plenipotentiaries of the United States of America further declare that the participation of the United States of America in the Convention for limiting the Manufacture and regulating the Distribution of Narcotics Drugs, signed on this date, does not involve any contractual obligation on the part of the United States of America to a country represented by a regime or entity which the Government of the United States of America does not recognise as the Government of that country until such country has a Government recognised (1) Az Amerikai Egyesült Államok kormánya fenntartja magának azt a jogot, hogy a belső ellenőrzés és a fennhatósága alá tartozó terület beviteli és kiviteli forgalmának az ópium, a kokalevél és azok, valamint szintetikus eljárással gyártott hasonló anyagok származékai tekintetében leendő ellenőrzését az Egyezmény előírásainál fokozottabb mértékben gyakorolhassa. (2) Az Amerikai Egyesült Államok kormánya fenntartja magának azt a jogot, hogy a nyersópiumnak, kokaleveleknek, azok származékainak és szintetikus eljárással készített hasonló anyagoknak saját területen át való szállításának ellenőrzése céljából azokat a rendszabályokat alkalmazhassa, amelyeknek alapján a rendeltetési ország által kiállított beviteli engedély terméke az ő területén való átszállítás megengedése szempontjából felhatalmazási kényszer alá vehető. (3) Az Amerikai Egyesült Államok kormánya kivihetetlennek tartja annak elvállalását, hogy rövid 60 nappal a statisztikai eljárásra alapul szolgáló három hónapi időköz elmultával az állandó Központi Ópiumtanácsnak be- és kiviteli statisztikákat küldjön. (4) Az Amerikai Egyesült Államok kormánya kivihetetlennek tartja elvállalni azt, hogy az állami célokra behozott vagy vásárolt drogok összegét külön kimutassák. (5) Az Amerikai Egyesült Államok meghatalmazottai kifejezetten kijelentik, hogy az a körülmény, miszerint a kábítószerek gyártásának csökkentése és forgalombahozatalának szabályozása tárgyában létrejött Egyezményt a mai napon az Amerikai Egyesült Államok részéről aláírták, még nem jelenti azt, hogy az Amerikai Egyesült Államok kormánya elismerne bármely oly az Egyezményt aláíró vagy ahhoz csatlakozó kormányrendszert vagy egységet — mint az illető országnak kormányát, — amennyiben ezt a kormányrendszert vagy egységet az Amerikai Egyesült Államok kormánya nem ismerte el, mint az illető országnak kormányát. (6) Az Amerikai Egyesült Államok meghatalmazottai kijelentik továbbá, hogy az Amerikai Egyesült Államoknak a kábítószerek csökkentése és forgalombahozatalának szabályozása tárgyában a mai napon aláírt Egyezménye megalkotásában való részvétele az Amerikai Egyesült Államok részéről semmiféle szerződéses kötelezettséget nem vonhat maga után olyan országgal szemben, amelyet olyan kormányrendszer vagy egység képvisel, amelyet az Amerikai Egyesült Államok kormánya ennek az országnak kormányaként nem ismert el,
