8. oldal Nyugati Magyarság - Hungarians of the West 1982. február SOLIDARITY’S PROGRAMME’S MAIN IDEAS adopted by its first congress, Gdansk, October 7, 1981 Who we are and what our objectives are The Independent, Self-Governing Trade Union “Solidarity” developed as a result of the strike movement in 1980 — the greatest mass movement in the history of Poland. This movement bom among the workers of large industrial plants in different parts of our country found its historical turning point in August 1980 on the Baltic coast. Within a year it has comprised all kinds of working people-, workers, farmers, in­telligentsia and craftsmen. Our Union originated as a result of the needs of ordinary people in our country, as a result of their suffering and disappoint­ments, hopes and dreams. Our Union developed as a result of the mutiny of the Polish people who experienced a violation of human and citizen rights for more than 3 decades. It was the mutiny against world outlook discrimination and against the economic exploitation. It protested against the existing system of government We were concerned not only with living conditions, although they were poor. History has taught us that there is no bread without freedom. We were also concerned with greater issues such as justice, democracy, truth, rule of the law, human dignity and freedom of convictions. All elementary values were so disregarded that it was impossible to believe that anything could change to the better without their revival. An economic protest had to be at the same time a social protest And a social protest had to be at the same time a moral protest. This social and moral protest did not give birth rapidly. There is in it a heritage of blood of Poznan workers spilt in 195'6 and that of Baltic coast workers in Decemt$er 1970. It remembers also students’ mutiny in 1968 and suffering of Ursus and Radom workers in 1976. In the “Solidarity” movement there is a heritage of indepen­dent actions of workers, intelligentsia, youth and the efforts tf the church to preserve values, a heritage of all those struggles to create human dignity in our country. We are an organization in which features of the trade union and those of a great social movement are combined. These features combined make our union powerful and decide what our role in the life of the entire nation will become. Owing to a powerful union organization Polish society stopped being disintegrated groups, unorganized and lost Uniting under the Solidarity slogan, they recovered their strength and hope. Conditions thus became more favorable for the actual national revival. Our Union — the widest representation of the working people in Poland wants to and will be the creator of this revival. “Solidarity” Union comprises a number of social issues, it unites people of various world outlooks and political and religious convictions. A protest against injustice, abuse of authorities, and their monopoly of the right to determine and express the aspirations of the entire nation united us in the “Solidarity” movement The protest was ignited because of the way citizens were treated by the state and because they were deprived of their true representation in conflicts with the state. We united to reject the lies of public life and to protest against the wasting of the results of the nation’s hard, patient work. However, we are a force able not only to protest, but also able to build a Poland just and equal for everybody. Our programme is one of struggle for the goals which we want to attain. It is a programme in which the desires and aspirations of our society are reflected. Due to these aspirations our programme has developed. This programme’s aims are for long-term objectives to solve problems which are closer to us. This programme constitutes an outline of our future ac­tivities. Our stand towards the present situation in our country The all-powerful communist party which has governed Poland up till now has led the country into ruin and bancruptcy. It has held back reforms for more than one year despite the impossibility of continuing the old system of government, thus accelerating the rate of the catastrophe. Our Union considers as its main duty to take up all possible actions immediately and in the future to rescue the country from the breakdown and to rescue the people from misery, discouragement and selfdestructioa There is no other way of achieving this aim other than the rebuilding of the state and its economy based on democracy and univer­- ' sal social initiative. We must take into account the division of power existing in Europe since World War II. We do not want to violate the inter­national pacts signed after the war. In our hands the pacts could be more reliable and much better guaranteed than they have been in the past Our nation triggered by a deep feeling of dignity to undertake commit­ments consciously and by itself. Objectives 1. We demand the introduction of a self­­governing democratic reform at all levels of government control, a new social-economic order which will combine plan, self­­government and market 2. The forthcoming winter requires energetic immediate actions — our Union declares readiness in people of good will. 3. Protection of working people’s living conditions requires a collective action against further decrease in production. 4. The Union recognizes the necessity of the restoration of the market equilibrium in the framework of the trustworthy anticrisis programme. This programme should coin­cide with a long- run reform and it should protect the poorest groups of people. 5. Economic reforms and method of over­coming the crisis must be performed under social control. 6. Taking into account all people, the Union as its first priority, will take care of the poorest 7. The provision of food is now the most important problem. Rationed food must be available and distribution of food must be under social control. 8. The Union will act against the increasing social differences between individual working units and different regions. 9. The right to work has to be respected and the system of paying wages must be reformed. Safe conditions of work should be en­sured. 11. The Solidarity Union wishes to use the initiative it aroused to meet the needs of people in close knit areas. 12. The right to work should safeguard the social interests of the employees. 13. The Union defends the rights of the families to meet their principal needs in safe conditions. 25. In law-abiding Poland no one should be prosecuted for his convictions, nor should one be forced to act against his con­science. 26. The persons guilty of leading the coun­try into its present economic ruin should bear full responsibility for it. 27. Proper conditions for physical, psychological and moral development for the young generation of Poles should be en­sured. 14. The Union will defend the rights of senior, disabled, and incurably ill people. 15. Facing the biological threat to the Nation, health care is of particular interest to the Union. 16. The Union is fighting against the en­vironmental pollution. 17. The Union demands that the right of people to have their own living quarters be respected. 18. The Union’s aim is to ensure that each worker has some free time to engage in cultural activities. 19. Social, political and cultural pluralism should be the basis of democracy in a self­­governing Poland. 20. Workers’ self-governing bodies will be the basis of a self-governing Poland. 28. Education and cultural access should be in everyone’s reach. 29. The Union will support and take care of all independent actions aiming to achieve self-government in the area of culture and education. 30. The Union will support the freedom of scientific research and the self-government of the scientific circles. 31. The Union will fight against the dishonesty in all areas of life because the people have the right to know the truth. 32. The mass media being publicly owned should serve all people and be under their control. 33. The members of our Union have the right to express their opinions and will freely. They also have the right to organize themselves so that they can meet their goals. 21. The local people must be represented by self-governing bodies which are indepen­dent both legally and financially. 22. All political parties, social organizations and citizen groups should be allowed to be represented in the parliament 23. The system has to guarantee principal freedoms of citizens and respect each citizen’s equality in the eyes of the law and all public institutions. 24. The judiciary system must be indepen­dent and the means of prosecution should be under public control. 34. The decisions and actions taken by the Union authorities should be based on the actual knowledge of the opinion and will of its members. 35. To meet the interests of the Union members consultation and negotiation would be of primary importance. Protest actions would be organized only if peaceful reconciliation of their problems would not be feasible. 36. Each member of Solidarity has the right and duty to regulate and criticize the Union bodies.
