V. EXPLANATION OF CONCEPTS
- occasional workers and day-labourers; - regular soldiers and reserve soldiers in service if before their call up they were active earners; - persons in prison or in custody if before serving their sentence (before being taken in custody) they worked already. As economically active are considered alsó those pensioners who, while pursuing their gainful occupation, are receiving disability or widow's pension and alsó those pensioners by their own right who work while discontinuing to receive pension. Besides the above mentioned with regard to the totál population, the data of the population census regarding economically active persons are influenced alsó by the following factors: - the number of economically active persons - as against to the earlier practice - does not 'contain the group of unemployed seeking a job; - under the impact of the well-known social tensions, the willingness of the population to declare occasional and seasonal activities decreased extraordinarily; - partly for the above reason and partly in connection with the change in judgements, the work performed by an agricultural family helper was relatively seldom indicated as an active earning activity at the enumeration; - at the earlier population censuses - because of the legal regulations in force at that time persons who actually didn't work and didn't want to take up a job were inclined to indicate somé fictive occupation or activity. By the 1970 population census such fictive declarations had become pointless. An unemployed seeking a job is a person, capable to work, who had already carried on somé earning activity but had no work at the census moment and said that he/she wanted to find a job or establish somé undertaking, and for this purpose had taken the adequate measures e.g. through an employment agency, personal acquaintance, newspaper advertisement. The qualification "unemployed seeking a job" is independent of the fact whether the person concerned was or was not on dole. A person seeking a job for the first time is one who, after having finished his/her studies, did not yet pursue any gainful activity but intends to take up a job or to establish somé undertaking and for this purpose he/she has taken the adequate measures, e.g. through an employment agency, personal acquaintance, newspaper advertisement. Inactive earners are those who are not working as active earners but have revenues or incomes, i.e. - the old-age pensioners, disability pensioners, those receiving a widow's pension, rentiers, civil-list pensioners alsó in the case if they are in employment while receiving pension, - those on child-care fee, - those on child-care allowance, - other inactive earners who make their living by leasing their land, letting out their house, fiat, summer house, have a subtenant or bedtenant or have an income on the basis of a contract relating to support for life. Dependents are those who don't belong to any of the above categories, because, in generál, they have no incomes or revenues and their subsistance is ensured by a priváté person or an institution.
