Accordingly, the peak did not reach 500 employees instead of 750-800 persons as planned before. Consequently, certain duties should have been performed within the scope of the regular tasks, but could be performed only by contract work. Its cost effects were somewhat lower than the regular wages, and that resulted in a paltry sum of savings. The other factor was the protraction of the electronic data processing. The operations lasted longer, due to lack of capacity and considering that it was the first experiment of the application of electronics in this field. Consequently, a certain amount had to be reserved in order to cover the expenses of further work to be performed during the cycle of five years' period. The latter did not exceed, however, the amount originally granted on this purpose. The peak was attained essentially in 1970 when 86 per cent of the survey costs had to be paid. 14 per cent has been spent in advance in 1969. 93
