1. LEGAL RULES GROUNDING THE POPULATION CENSUS Law-decree No 18 of 1969 of the PRESIDIUM OF THE HUNGARIAN PEOPLE' S RESPUBLIC on the 1970 population census 1 § (1) In the territory of Hungary a general population census is to be taken considering the status of midnight between 31 December 1969 and 1 January 1970. (2) Simultaneously the housing units and institutional households (hospital, workers' hostel, students'home, etc. ), dwelling houses, institutes and other inhabited buildings are to be enumerated. 2 § To carry out the data collections belonging to the population census and the simultaneous enumerations /§ 1 section (2)/ is the task of the executive commitees of the councils. 3 § The vocational guidence of the data collection of the census, the procession and publication of the data will be performed by the Central Statistical Office. 4 § The persons executing the census and related enumerations should be regarded as official staff when duing these duties. 5 § Everybody is liable to give the data required by the census and the enumerations in accordance with the true facts and in due time. 6 § The data of the census and of all related questionnaires are to be treated as official secret which can be used only by the Central Statistical Office and only for statistical purposes. 7 § Against persons committing a breach of the obligation to supply information for the census the legal measures shall be applied, which are defined in the Penal Code /Law V of 1961/, and/or in the governmental regulation relating to the summary offence /17/1968 (IV. 14) Govt. der. / 8 § This law-decree shall-enter into force on the day of its promulgation; the president of the Central Statistical Office shall attend to its enforcement.
