AGSTNER, Rudolf: Austria(-Hungary) and her diplomatic and consular missions in Mexico and Guatemala

Minister Dr. Mock submitted to the Council of Ministers, on 21 August 1995, the request to appoint Dr. Daniel Krumholz Austrian ambassador to Guatemala. It was only with a one-year delay, that the Council of Ministers learned of the existence of an Austrian embassy in Guatemala, whose circumscription includes also Costa Rica, El Salvador, Honduras and Nicaragua, where a coordination office of the Austrian Development Agency exists in Managua. Political relations between Austria and Guatemala generally not being too intensive and exchange of high level visitors infrequent, the main tasks of the embassy in Guatemala City were security, human rights and the Austrian school - and “extracurricular activities” of some of its staff. In 2006, it looked as if relations between Austrian and Guatemala were to witness a boost. At Easter 2006, the Austrian Minister of Education, Science and Culture, Elisabeth Gehrer, paid a visit to Guatemala, and opened a new building of the Austrian school in Guatemala City. In May, the EU - Latin American and the Caribbean Summit took place in Vienna; it called for intensifying relations between the EU and Latin America. Events in the Balkans were soon to bring an end to the embassy in Guatemala. On June 12, 2006 Montenegro declared its independence, recognized by Austria the same day. The Foreign Ministry upgraded the existing development cooperation office in Podgorica into an embassy, without, however, having the required posts. The rapidly deteriorating security situation in Guatemala was a welcome excuse to close the embassy in Guatemala City by 31 October 2006. When Austria’s ambassador on October 8, 2006 handed over the remaining business to a consular official sent from Vienna to liquidate the embassy, the second attempt to establish an Austrian embassy in Guatemala had come an end.
