In 1922 a double change occurred in the organization: first Klebelsberg managed to place the National Archives under the supervision of the Ministry of Religion and Public Education (in the same year he became the head of the Ministry), and he pushed a bill through about the National Hungarian Collections to place the main national and public collections within a common municipal frame. This system involving museums and libraries increased the influence and the scientific characteristic of the Archives, but it also meant disadvantages. Klebelsberg intended to improve the scientific feature by publishing a periodical of the National Archives, the Archival Publications, which still exists up to this day. The fifth chapter, "The period of the supervision of the Ministry of Culture and the integration of public collections (1922-1949)", introduces the organization and the operating National Hungarian Collections (called the Hungarian National Museum, from 1934). It also mentions the Act XIX of 1922, which was the first to declare the scope of duties of the National Archives. The act decreed that the main public authorities and offices were obliged to transfer their records older than 32 years to the Archives. Compared to earlier times, the Archives could work in much better circumstances during the second decade of Csánki's period in office. Due to Klebelsberg, the interior of the building was also supplied with artistic decoration. At that time the Archives could not possess the whole building, because some sections were used by the War History Archives. Although, measures concerning the staff were intended to improve the scientific feature of the institution, the staff of 30 persons did not increase in number. Nevertheless, tasks were multiplying: the archival material was growing (in 1932 it consisted of 19 000 linear meters), research service was needed getting more frequently, and the occasions of constitutional tasks, mainly the proofs of nobility, reached a number experienced never before. And the result: archival works were pushed into the background. Through bringing out the Archival Publications, the professional literature was provided. International relations became institutionalized, and a special co-operation with Austria was realized, due to the former commonwealth.
