Similar Status Laws have been adopted by Germany, Austria, Spain, Portugal, Ireland, Greece, all members of the European Union, and also by non­member states such as Slovakia, Croatia, and above all Romania. To nourish the ties between the motherland and the minorities living in foreign countries is an ancient European custom and principle. Germany offers instant citizenship to the two million German minorities living in Central and Eastern Europe. But the strate­gy of the German government is to strengthen the economic and cultural status of the German colonies and to preserve their national identity in the country where they are Living. Austria gives the Germans of Romania permanent visa for travels and a year-long work permit, which can be extended. Spain provides its South American cousins pref­erential working conditions. In case they would want to stay longer then three months, it offers to them citizenship papers. There is no visa requirement for travels between Portugal and Brazil. The citizens of these two countries are enjoying virtual­ly double citizenship, and can stay and work in each other's countries as long as they desire. Irish citizenship is given to any person, who can prove at least one quarter Irish ancestry. The Greeks of Albania receive Greek identity cards from the motherland, which gives them the right to work in any country of the European Union. According to a Slovak law passed under the Meciar administration in 1997, anyone, who declares himself to be Slovak, can work in Slovakia without a work per­mit, attend Slovak universities, and receive preferential tax treatment. Croatia has already offered double citizenship to all Croatian minorities living outside its bor­ders, who have voting rights at national elections. Romania also strongly supports its compatriots living outside its borders. The Romanians of Moldavia can travel in the country with simple identity cards, and receive preferential treatment in every respect. The Romanian government heavi­ly subsidizes all Romanian institutions, be they cultural or commercial, established in foreign countries. It is indeed remarkable that the Romanian authorities treated only the Hungarian Status Law almost hysterically. The Austrian, Croatian and German Status Laws in connection with their Romanian minorities were not even noticed neither by the government nor the press.
