517 Under the auspices of national agencies there are 4690 Rt-D units with a personnel of 710,000; of them 231,000 are researchers and engineers. 2.6 % of the country's R*D institutes belong to the network of the Chinese Academy of Sciences; these institutes employ 13,9 % of all researchers and engineers. Under the control of local governments there are 326? R+D institutes with a staff of 77,000. Within the framework of the reform of scientific and technological structure the role of the government in the direct control of research will diminish; the improvement of relations among R+D institutes, companies and the institutes of higher education will be emphasized; abetter and faster application of R+D results is sought, and newer principles of R*D support will be introduced.
