SCIENTISTS AS CONSULTANTS IN INDUSTRY Pharmaceutical industry is highly secretive and heavily science-related. Since the pharmaceutical R+D expenditures are insufficient for the support of extensive basic research, effective links should be developed with the local academic commu­nity of international standard.This would make the Israeli pharmaceutical industry be able to compete with the multinationals. It has been shown that the industry requires not only specialized expertise but more general characteristics of the consultants, namely, they should supply the company management — aiming at the promotion of decision making — with the new de­velopments of the academic world and establish links for making an access to the technical-instrumental resources of universities. The twenty-six case studies have revealed that innovations based on existing knowledge are very profitable: they need neither large investments nor extensive basic research. The development of new processes and techniques and their adoption to the conditions of a given country are the most proper ways to avert the domination of the multinationals. 99
