As a result of the critical analysis of Merton's conception, it has become necessary to perform a series of logical, historical and sociological researches relative to science. Essentially, there are three groups of problems: 1. The functional introduction of norms does not explain /and does not even raise/ the problem of how they become a moral force. 2. Inasmuch as the changes of peoples, which take place under the effect of activity conditions, lead to changes in ethical norms, this process and its effect on the functioning of science should be examined. 3. Ethos - which is unchanged, uniform for every scientific community, and has no relation with the general contexts of social life — is effectless as regards the content of the discovery. The really existing and changing system of values and norms, however, can — and should — be also examined as one of the arguments playing role in the selection of the problems of research and theory, which has an effect on the content of the discovery. THE ECONOMY OF THE UNITED STATES AND FOREIGN TECHNOLOGY Over the past few years, the growth rate of productivity in American industry has been considerably lagging behind its competitors /West Europe, Japan/ which have succeeded in achieving a spectacular growth rate owing, precisely to the application of the advanced technology supplied by the US. Particularly Japan excelled in apply­ing the up-to-date — American — technology, proving that this way is not only viable but effective, too. The utilization of the technology of the now highly developed western countries and Japan might contribute much to solving or at least lessening the economic and technological development problems of the United States. However, the fact that the American company managers generally feel an aversion to the novelties of foreign technology, and sometimes even to the domestic ones, poses some problems. In solving this problem, the federal government should play a serious role by the direct financial support of the import of technology and by extending its in­formation and propaganda activities. 142
