PROBLEMS OF RESEARCH MANAGEMENT II. The first part of this study was published in no. 3-4, 1969, of the Bulletin of Science Organization. In the second part, the author — relying on rich international literature — treats the problems of various theories and methodology of research management. He also attempts to systematize the different types of research managers. He deals, in detail, with the adoption of the principles of executive selection in the field of research management. THE REVOLT OF CONSCIENCE Based on news coverages, the review article surveys the ever broader movement against military research in the United States and Great Britain. It outlines the March 4 sit-in of MIT scientists and its implications, the scientists' protest and the anti-ABM appeal of physicists, as well as the scandal about the Smithsonian Institution's ornithological and ecological survey in the Pacific area. The article also deals with the formation and principles of the BSSRS in Britain. To sum up the ideas and objectives of the broad movement, the article gives an account of Professor Karl R.Popper's address to the Vienna congress on philosophy concerning the moral responsibility of contemporary scientists. Professor Popper's address tends to reveal the wide range of problems natural and social scientists have to face nowadays, starting from the necessity of renewing the Hippocratic oath to the seientist's right to disobey orders /conscientious objection/. ORGANIZATION AND MANAGEMENT OF RESEARCH The Polish work, reviewed here, treats the problems, theoretical and practical, of the organization and management of scientific research. The theoretical discussion of the subject is based on the pertinent international literature, while the treatment of the practical aspects heavily relies on statistical sources and other facts. It deals, in detail, with factors affecting research potential, the organizational problems of scientific research, and also with their possible solutions. The study treats the problems of the prediction of scientific development, both as regards its theory and methodology, the planning of research at national level and within the research institutes, the problems of international scientific cooperation, and it also covers the problems of measuring the effectiveness of research, as well as certain problems of the theory of science. 850
