The Idea of "Science of Science" in the Nineteen-Thirties In their English-language study published in 1936, the Polish philosophers and sociologists Maria Ossowska and Stanislaw Ossowski described the theory and orga­nization of science as a new branch of learning. In a formulation characteristic of the philosophical, sociological and psychological thought of the thirties, they claimed that the group of problems what they termed "science on science", could be looked upon as an emerging new scientific discipline. Their principles and motivations are essen­tially identical with what has become known from works by M. Goldschmidt, J. D.Bernai and D.J. deSolla Price during the past few years. Starting from epistemology and anthropology, the latter being taken in its broad sense, and considering the contrary opinions, too, the Ossowskis argue that the new discipline is theoretically fruitful and practically necessary; whereby they tend to prove the originality and significance of research in science. Functional Model of Sectoral Technolo­gical and Economic Research Institutes in the New System of Economic Guidance The study points to the most conspicuous defects in the function of re­search institutes as follows: their research works often lose touch with the actual theoretical and prac­tical demands; their guidance is mechanic, not infrequently lacking the necessary in­ternal propelling force; their achievements are slowly — if at all — put into prac­tice. The new system of economic guidance is to bring about the real external condi­tions enabling technological and economic research institutes to display activities which will become realized in research contracts, controlled by measures of économie policy, and will be elastic enough to meet the information needs of national economy. To ensure what has been stated, the author recommends a model for these institutes in which such activities as teaching, further training, consultation, development, organisation, research, documentation and information will organically fit into a self-controlling and self-regulating system. 573
