Sz. Németh Mária: A központi folyóirat-címjegyzék kérdései (A MTAK kiadványai 12. Budapest, 1959)

44 1. The participation in establishing a unión catalogue is either voluntary or based on the invitation of the state or ordered by decree. 2. It is a library, library institution or its apparatus which always does the work of compilation. Within the framework of such an institution the editors' tasks are performed by the librarians exempted from other duties to whom appropriate conditions of work (joint aceomodation, reference library etc.) are to be assured. 3. The first and most important task of the editors is to determine the scope of the publications to be included and to fix the rules of cataloguing. 4. The material can be collected in various ways (announcement, circulation, comparison, cutting out). In most cases the method of announcement is made use of. 5. According to international experiences, the establishment and preparation for printing of each unión list of periodicals take long years. We have particularly a great deal of difficulties in revising and correcting the defective announcements. 6. Alsó the thought arouse to use punched cards in order to have a many-sided and quick analysis of the material (Union list serials, New serial titles). Although experiences in Europe are not available yet, no doubt, the material is to be collected in the usual ways and to be revised even in case of such a solution. In addition, the data can be put down on the punched cards only at the last stage of work. IX. liaving outlined the theoretical questions and the international experiences on the subject, the paper deals with the Hungárián location indexes up to the present, from 1916 to this day. The author points out the unión card catalogue of periodicals established in the National Széchenyi Library and the practical experiences connected with it. X. In eonclusion, the treatise acquaints us with the Work of the Hungárián Union List of Periodicals which one is now in progress and will be published in print. The Library Board of the Hungárián Academy of Sciences adopted a project in 1954 to establish the list, and it requested editors to direct the work. They elaborated the statutes of the list and prepared a draft decree for announcing periodicals. On the basis of Hungárián conditions and taking into consideration the foreign experiences on the subject, the author assumes the point of view that a regulation by decree is necessary, but it does not suffice in itself. The prerequisites for the success of the work are the following : 1. Each library itself is destined for arranging its holdings and up-to-date lists of periodicals. 2. The organizational frameworks of Hungárián library system are very fit for continuing the work successfully, due to the actual function of the central libraries of network. Nevertheless, these latter need certain pecuniary assistance. 3. An editorial board exempted from other duties is to be förmed within the framework of the National Széchenyi Library directing the work of compilation. 4. In compliance with the requirements of scientific research, the planned list includes the foreign periodicals to be found in Hungary, interpreting them in the widest sense accepted on international level. The time-limit covers the period from the 17th century to 31st December, 1958. As to its structure, it will be published as an alphabetical catalogue completed by a subject index, a geographical one, and moreover, by that of corporate bodies, all these scheduled at a later date. 5. As the first result of this work, a unión card catalogue of full value will be estahlished. The second aim is to publish a printed location index. The continuous maintenance of the list and the various forms of information service seem to bo the third objective.
