Hatvan was the first set­tlement in the country following the Second World War, and the only one in Heves County, to attain the rank of town. This completed the administrative reorganisa­tion that took place in 1871. Although the "April Laws" of 1848 put an end to the market town as a legal entity, the administrative changes replacing the legislation only took place after the compromise of 1867. Based on the first so-called municipal law of 1871 Hatvan's administrative structure was reorganised within the context of a larger village. During the course of the 1920s an opportunity arose for Hatvan to apply for the rank of town, but local resistance, the economic crisis and finally the Second World War led to the question of Hatvan's legal status being taken off the agenda. The question of the town's status reemerged in April 1945. On 22nd April a gathering of the local council unanimously supported the decision to make Hatvan a town, electing dr. Zoltán Papp mayor, and István Fülöp town clerk. The resolu­tion, signed on June 20th 1945 by interior minister Ferenc Erdei, meant that Hatvan officially acquired the rank of town. 277
