FOREIGN EXHIBITIONS IN HUNGARY, HUNGARIAN EXHIBITIONS ABROAD. REFLECTIONS ON THE EXCHANGE OF ARTEFACTS With the benefit of an international network built up over three decades the author reflects on the István Dobó Castle Museum's experiences in lending out works of art, in the hope that it will help other institutions engaged in this kind of activity. Exchange exhibitions are initiated partly by those running the museums in co-operation with the towns in which such institutions can be found, or by the museum leadership and staff, who come upon a theme which they think will be of interest locally. Exhibitions focused on the visual arts and photography tend to be more straightforward by virtue of the fact that the artefacts are relatively easy to transport, and their reception does not necessitate any particular linguistic ability. The study emphasizes the need to respect current legislation concerning the borrowing and lending of works of art, which may differ from country to country. The European Union does not have a common cultural policy one is obliged to respect. The regulation of its cultural life is the responsibility instead of each member country. It is the member countries themselves who establish whether special permission is necessary, or whether it is indeed forbidden to take a particular artefact out of the country. As the EU is the only customs region, no inspections take place at the state borders. Those wishing to know more about the regulations concerning the taking of works of art out of the country should consult the website of the body responsible for carrying out such duties, namely the Cultural Heritage Protection Office (www.koh.hu). 267
