CONDITIONS OF OPERATION AND FINANCING IN COUNTY-LEVEL MUSEUMS Heves County The mid-term development strategy of the Heves County Museum Service is currently being discussed by the county council. This report has been complied on the basis of the development strategy and the realities of the past few years. The Heves County museum network belonging to the organisation is made up of three museums and seven other collections. The financial, adminsitrative and conservation centre of the organisation is the István Dobó Castle Museum in Eger, which has been the number one museum in Hungary in terms of the number of visitors per year for same time. The museums in the county have been doing their best to set up interesting exhibitions and attractive complementary activities for the public: camps, festivals, workshops, educational events etc. Although the institutions have been profiting from different competitions, sponsorship and development programmes and have thus been able to improve several areas, the financing structure has yet to be changed to their advantage thus leading to underfinanced maintenance and operation. Revenues and expenditure are discussed and illustrated with several statistics. The problems of a financial and a structural nature are listed and presented together with an outline of suggestions which might offer the solution or at least the right way of addressing the problems. 203
