the problem was as follows. They accepted the main element of the proposal concerning the Heyduck Area, i.e. the idea of founding a new county in its place, but its chief town would be not Hajdúböszörmény but Debrecen. This idea was approved not only among local people but also in the country's ruling circles, thus the competition continued between the towns of Debrecen and Hajdú­böszörmény and around the question of the administrational centre. This debate assumed a definite party-and-political hue, since the party of 1848 stood for Hajdú­böszörmény, while the plan of Debrecen was backed by the ruling party: the Liberals. Among those responsible, Debrecen's proposal found unanimous approval, and it caused a division of views in the Heyduck Area itself. The town of Hajdúszoboszló was the first to turn against Hajdúböszörmény, but there was soon strong opposition in all the other Heyduck towns as well. Hajdúböszörmény was brought into an impossible situation, and the idea of finding an administrat­ional centre there was now backed only by the top officials of the town and the board of the Heyduck Area's officiers. There remained only one sensible reason on their side, and that was the existence in Hajdúböszörmény of a suitable headquarters building. To counterbalance that argument, Debrecen offered a hotel for the purposes of the planned county. Preliminaries of foundeng the new county can be discerned in the nominating of Sillye Gábor, Captain of the Heyduck Area, as Bailiff of Debrecen town. The whole problem was solved by the 33 r d Act of 1876, which accomplished the arrangement of county boarders all over the country, with the Szapáry-plans strongly moderated and local interests duly considered. Within its frames was organized Hajdú County with Debrecen as centre, with the accomplishment of which Miskolczy Lajos, holder of the post of Bailiff, was entrusted. The core and main part of the new county came to be the one-time Heyduck Area, whose administrational body maintained its weight and influence in the new county as well. The same holds true for the local general assembly, and fo what was called the Municipal Authority. This state of affairs was ratified at the first muni­cipal elections, in December 1877. After that, work was carried on to further organize the administrational network in the county. Five towns of the one-time Heyduck Area had their own separate councils, which cesured for the rights of districts and besides these, two districts were formed. Then followed the organi­zation of the municipal and the Parliamentary electoral districts, as well as defining those frames within which military replacement and public security should be maintained. The organization of the work of public authorities was accomplished in accordance with the measures enacted by the country's laws. At the turn of the century, a new and well-decorated County-Hall was built in Debrecen, and with that, the old hostility between Hajdúböszörmény and Debrecen was given new impetus.
