When I see for example, here in Manchester, Dr. Berg with a wife and child with no means of subsistence after the 1 st September of this year I cannot press for a grant to be given to anybody, although his qualifications might be much better, if I know that there is some chance for him to avoid destitution without making use of this grant. I am very sorry that you have had such terribly bad luck, and the only consolation that I can think of is that even if you were to have come to England earlier I fear that you would not have been in a much better position at the moment owing to the depletion of the relief funds which has become rapidly more acute during the last few months. If it became apparent in future that you had no chance of getting a position whatever and the authorities here were convinced that this was no fault of yours, then, but only then would I see hope for a new appeal on your behalf.
