Az 1929-es esztendő és ez a fejezet azzal zárható, hogy a XXX-as törvény kibocsájtása abban a vonatkozásban is változást hozott a tisztviselők életében, hogy az eddigi ideiglenes — mindig a legközelebbi tisztújításig — állásokat véglegesítették, miáltal egzisztenciájuk stabilizálódott, s ez Szentesen 1929 decemberében következett be. GYÖRGY BALÁZS THE CONDITIONS OF CIVIL SERVANTS AND PUBLIC EMPLOYEES LN SZENTES DURING THE YEARS 1920 - 1944 I. The circumstances from 1920 to 1929 This study serves to illustrate the conditions of civil servants and public employees in Szentes during the above period, by describing the conditions of those people who were employed by the state apparatus and who worked closely with the state, according to their circumstances. Their number was excessive in a country atrophied by the Treaty of Trianon, and this fact alone had a negative influence on their circumstances. The rate of inflation was greater than it had ever been since the First World War, and the buying power of the currency was deteriorating rapidly, therefore, between 1920 and 1925, the real income of civil servants and public employees reached rock-bottom. Their salaries had long been regulated by an Act dating from the year 1912, and this also had a disadvantageous effect on their financial situation. Their salaries could not keep up with the cost of living, therefore, the representative body in Szentes tried to assist civil servants and public employees by granting them a number of different allowances and subsidies, in order to facilitate their survival. Until 1927, the various fields of employment were unstable, an this fact had a disadvantageous effect on their lives which lasted until the following renewal of managerial staff. After the above year, however, a significant number of managerial posts for civil servants was finalised. Finally, with the publication of Act No. XXX in 1929, the employment of civil servants and public employees became more stabilised, with every post at the City Hall in Szentes being finalised, and this fact had a favourable effect on their standard of living.
