Zalaegerszeg THE CIVIL SERVANTS OF COUNTY ZEMPLÉN I have been studying the civil servants of County Zemplén during the Horthy era for the pást three years. I have assembled a database of the seventy-seven civil servants working in the county's administration. Several laws regulated the activity of civil servants in the interwar period: Law XXI of 1886, Law XXX of 1929, Law XXXIV of 1938 and Law XXII of 1942. Until 1938, civil servants were elected by the generál assembly of the county council; afterwards, they were appointed by the Minister of Interior. The minister's right was re-confirmed by Law XXII of 1942. The főispán, the official at the head of the county was appointed by the head of state, acting on the proposal of the Minister of Interior. The chief health officer and the chief keeper of the records were appointed by the főispán. These officials worked in the administration for forty years, after which they were pensioned by the county commission. In the period between 1919 and 1944, civil servants were pensioned before their forty years were up on two occasions. Seven civil servants were pensioned before their magistrature had expired in the early 1920s, in order to decrease the country's expenditures after the lost war and the loss of her territories. Two civil servants were summarily dismissed. The database is based on archivál documents housed in the Borsod-Abaúj-Zemplén-County Archives in Sátoraljaújhely.
