The Legal Background of the Changes in Secondary Teacher Education in Hungary (1777-2010)

One of the important features of modern education systems is that the teaching profession became an occupation. Accordingly, the basic legislation determining the character of the Hungarian education system regulated the education of the teachers at various types of institutions and the training requirements that formed the conditions for their employment.

The paper presents the legal background of the changes in secondary teacher education in Hungary. The main stages of this process were as follows: Ratio Educationis of 1777, Organizationentwurf of 1849, Act No. XXX of 1883 on "secondary schools and the training of their teachers", and Act No. XXVII of 1924 on "secondary teacher education and teacher training institutes". The paper gives an overview of the post-1945 changes and those that followed the regime change, and discusses the development of teacher education in professional and specialized fields.
