EXPERIENCE OF SAMPLING PRACTICES IN RECENT YEARS IN THE AREA OF COMPETENT AUTHORITY INSPECTIONS

The study summarizes the sampling practices and experiences of the jurisdictional document seizures of the past years through the document management regulations and the examples of sampling cases of some institutions developed in cooperation with the National Archives of Hungary. The paper also discusses in detail the aspects of the classification of documents of lasting value generated in the procedures of the Economic Competition Authority. In addition, the author describes the legal regulation of the concept of sampling, the amendment of Act LXVI of 1995 and Government Decree Nr. 335/2005, as well as the practices used before: mechanical, individual, case-list and representative sampling. The latter is illustrated by sampling from the patient records of a healthcare institution.
