ÁGNES O RDASI IMPACTS OF THE AUSTRO-HUNGARIAN COMPROMISE ON THE SOCIAL AND POLITICAL DEVELOPMENT OF FIUME It has now become accepted that the Austro-Hungarian Compromise cannot be interpreted as a simple and single act of constitutional law and cannot be consid­ered merely as a sealed, non-flexible legal contract. On the one hand, the estab­lishment of the modern state is a lengthy process in which public law affects the entire Monarchy and has had consequences not only in the political sphere. On the other hand, nonetheless, many issues remained open question throughout the era.One of them was the “great” or “small” “concept of Fiume”. The Croatian-Hungarian Compromise and the nation-building Hungarian elite sup­ported the idea of “small Fiume”, opposing the elite of Fiume defending its autonomy and the idea of “great Fiume”.From this point, this paper describes, through the example of Fiume, the social, political, and mentality-forming con­sequences of the development of the dualist system, and tries to provide exam­ples to understand the ethnic conflicts, power-management strategies, and civic aspects of the Austro-Hungarian Monarchy.
