By direction PRIMIN Nagy FORMIN Gyöngyösi called this morning to point out that it was highly desirable for political reasons (MYTEL 973, May 24) l to include representative of Social Demokratie Party in Hungary delegation to visit Washington. Consequently PRIMIN wished to add Minister Justice István Riesz to delegation and was prepared if Dept so requires to drop one of the two secrataries mentioned in MYTEL 1061, June 5. 2 I pointed out that while the five members of party proposed yesterday exceeded number contemplated by Dept I appreciated importance of political considerations mentioned. We would consequently include Minister of Justice in trasportation arrangements subject to your decision whether party shall be limited to five and subject in such case to your telegraphing Paris that party should not exceed five. If so advised at Paris PRIMIN would drop one of the two secretaries and party of five only would travel to Washington PRIMIN sent me word privately before visit of FORMIN that he hoped party could include both secretaries mentioned in MYTEL 1061 as his son was "only one be could trust". Gyöngyösi said in response to my inquiry that date for London visit of delegation was now uncertain and that he had so advised acting British representative here. Mitehell-Carse tells me British Embassy Washington will be instructed to advise Hungary as to whether and if so where and when they can see Foreign Secretary Bevin. SECRET PRIORITY (Received Jun. 7 - 2:15. p.m.) 1072. Respectfully submit following suggestions based on my reports as to attitude Dept might find it desirable to take in talking with Hungarians during forthcoming visit to Washington of Prime Minister and other Ministers who are representatives respectively of majority party and of Communist and Social Democratic Parties all constituting Hungarian coalition govt. Nagy led public here to expect great results from Moscow visit which were not realized. Popular disappointment led to substantial discomfiture of Communists with prompt effort by Smallholders to recover part of authority lost during preceding months when Communist ascendancy steadily increased despite outcome November election. This time Nagy is likely to be more cautious in arousing popular expectations since he claims merely to be complying with wishes of Hungarian public in establishing contact with American Govt as one of principal Allied powers and he may therefore avoid public reference to specific questions to be raised in Washington, I have deliberately refrained from soliciting any statement as to what Prime Minister and his associates wish to take up in Washington
