408 Kanyar József A földreform ilyen kedvezőtlen megítélését mindenesetre nyilván befolyásolták azok a lassan erősödő és jelentkező^ hangok is, melyek az — elsősorban az egyházi — nagybirtok és képviselői részéről emelkedtek. így tudósít Gascoigne egy jelentése Grősz József kalocsai érseknek a Szövetséges Ellenőrző Bizottsághoz 1945 májusában benyújtott memorandumáról, mely a földkérdés végrehajtásának törvényességét vitatja,

24 — vagy arról a memorandumról, melyet Jánosi jezsuita páter készített a földosztásról, főképp a földigénylő bizottságokról, jellemzően reakciós aspektusban mutatva be munkásságukat.

25 De idekapcsolódhatott az a beszélgetés is, melyet a misszió vezetője Baranyai Lipóttal, a Magyar Nemzeti Bank volt elnökével folytatott: Baranyai pesszimistának mondotta magát és a koalíciós pártok közül jellemző módon a Parasztpárt programját nem érezte elég világosnak.

26 Londonban azonban nyilvánvalóan számotvetettek az időközben tényleg kialakult helyzettel : legalábbis erről tesz tanulságot az a megjegyzés, melyet Gascoigne egy Miklós Béla miniszterelnökkel május végén folytatott beszélgetéséről tett jelentésének margójára fel is jegyeztek: hogy ti. a kommunistáknak a kormányból való kihajózása katasztrófa és ostobaság lenne.

Humphry-пак, a Magyarországi Brit Főbiztosság kereskedelmi tanácsosának feljegyzése Rubinek Gyula földművelésügyi miniszterrel folytatott beszélgetéséről Crops. Mr. Rubinek informed me that the harvest, as far as Wheat and Rye is concerned may be said to have failed. He said a Ministerial Council had decided yesterday to take entire Government control of the Wheat and Rye crops in order that sufficient food stuffs should be secured for inland consumption. It will be recollected that only a certain proportion was to have been taken and the remainder allowed to be free but owing to the difficulty of getting the farmers to hand over the prescribed quantities at a fixed price of 500 Kronen per 100 Kilogrammes, when they would be able to get more than double this amount in the free market, the decision above referred to-has been found necessary. The Minister of Agriculture, however, still believes there will be a certain amount for export though he is at present quite unable to say what this quantity will be. The crops of maize, potatoes, vegetables, and to a less degree barley, are good. Land Reform. The scheme for land reform has now been satisfactorily drawn up. Mr. Rubinek informed me that the measure was not very drastic or far reaching and it applied mostly to the poorer classes who would be able to obtain not more than 3 yoch, about 4.8 acres, of land. The smaller peasant proprietors would not be able to increase their holdings above 10 yochs. Mr. RubiLand Reform in principle, but the majority are I think, distressed that this vitally important measure should have been rushed trough in such a manner and at such time. Undoubtedly there was confusion on the land before the local Land Comittees started to divide up the estates, but from all I hear there is likely to be more confusion now furthermore, there is discontent amongst the peasants themselves, who resent the necessity of parting with the yield of their soil, while those peasants, who had held land previosly are dissastified bacause they have not received further additions to their lots. The Communists who had hoped to score a triumph by land reform, are now inclined to feel that it will not bring in the political return which they had expected." и PRO FO 10991/26/21. — A jelentés szerint a memorandum, melyet az érsek a Szövetséges Ellenőrző Bizottsághoz nyújtott be, a rendelet törvényességét vitatva az alábbiakat írta: "... was as you know, rushed through unconstitutionally and no heed was given to such important questions as the fate of the lands
