It will be seen that Count Teleki holds that the first condition of attaining real and permanent success is the immediate separation of all nationalist movements in Hungary from the Bolshevist movement. For this reason it is of the outmost importance that the Entente should immediately declare that the troops of the Allies advancing into the country are coming only as the eneimes of the Bolshevism and not as the enemies of the Hungarian nation. ... The Allies should use all their influence to moderate the claims of the Czechs, Roumanians and Serbians who should be induced to abandon their extravagant imperialistic ideas which, if realised, would prove fatal both to themselves and the peace of the world. It is in my opinion highly desirable Paris should have first hand knowledge as soon as possible of view taken here of danger to Roumania and therefore (3 groups undecipherable) Roumania is a bulwark against Bolsheviks of present state of things in that part of Transylvania not occupied by Roumanian troops. Delegation of women from all parts of Transylvania has recently come to Bucharest. It visited (group undecipherable) Legation on April 9th after having soon King and Prime Minister to pour our Roumanian grievances and conditions, plead for such effective assistance from Allies as would put resources on Roumania of district in question which Delegation (groups undecipherable). Delegation promised me a Memorandum which I shall forward by first available safe opportunity. My French Colleague who has had an audience of King is telegraphing to his Government in following sense, and I should to associate myself with his (group undecipherable) that immediate occupation of Budapesth is necessary. It is generally held here that we should act while we still mean, and before Hungary has had time to organise. King assures me that Roumanian forces would take part in expedition. Occupation of Budapesth is considered indispensable for following reasons: 1. In order that most direct railway route connecting Western Europe, Roumania and army of East may remain in our hands. 2. To prevent possible union between Russian Bolsheviks and Hungarians. 3. To create united barrier against Bolsheviks and to establish connection — at present impossible — between Roumania and Poland. 4. To react against deplorable impression produced in Russia (? and) (? Hungary) in view of (? recent) evacuation of Odessa: in (? Vienna) such an operation (? in the case of Hungarian) would cause profound effect. I am assured (6 groups undecipherable) Poland and raiway would be welcomed and facilitated by all the elements unaffected by revolutionary infection in Hungary (group undecipherable) Serbian Ministers declaration who has (group undecipherable) Bucharest to enter (2 groups undecipherable) to me that a cooperation of Serbian armies' in operations (2 groups undeciperable) would be glad to accept in disappointment provided latter (2 group undecypherable) against Italian aggression which would take form of an invasion by Montenegrin and Albanian bands. This guarantees would require not only an invitation made to (2 groups undecipherable) but also assistance of Allies who should (? supply) necessary equipment for doubling effective strength of Serbian armies.
